Apologies for not replying to your question in anything remotely resembling a timely manner. 

Do I think the public sector could use the 7S framework? Yes, of course. I don&#039;t think having a profit motive is a pre-requisite for using this approach.  

Unfortunately, I don&#039;t have any examples of where it has been used.  However, there seems to be some interest in the question so I will look into it.
